I have an e8500 and a 4870 1gb card, to get it playable i need to run it with draw distance at 30 and details at 20. IF i max it out (like i should be able to if rockstar didn't release a sh*tty game) then it crashes constantly anyway. This screenshot i took last night is PROOF that it works- lol, that is exactly how it looks without -norestricions.. it doesnt add anything that isnt there from the start. Try using the "Launch GTA IV" exe. I was in the same position as you and i was like WTF? but then I saw that there was a "hidden" exe that wasn't labeled.
