You must make an actor before the objective, or else it won't appear until after the objective. If you have already made an actor that comes at the wrong time, you can select the objective you want it to come after. (For example, there is the player, Objective #1 and Objective #2 and you want the actor to come after the player objective.) Stand near the player and go in Objectives and Select Objective. Then go to the actor you want to come after it and go on Actors, then Spawn Actor. And there you go. I also have that problem. Whenever I choose someone to have 10% accuracy they hit me all the time.
