I saw the word "host" in the article...... guess its going to be stupid little lobbies, where the host has the advantage, and everyone else lags.

 

 

Afterward we played through two GTA Race mode matches, which also supported 32 players. The match host selects a type of vehicle like sports car or bike, then the player can pick a specific model, and a race begins.

Its not sure tha host=server. Maybe the "host" is just the one who remote controls the server?
