The picture on gta.cz appears to tilt too - whoever made it has set up the wheel dummies strangely, and one side is too high. If at first you don't succeed, you fail, and the test will be terminated. Those images are renders from a modelling suite. The dummies are used by the game's physics engine to animate the vehicle and make it interactive, whereas a render just makes a pretty picture of a model in whatever position you want it.
