I had trouble finding it for the first time too. The snapshot is at the base of the terrace and not very high above the tower. What you need to do is get to a height higher than the tower so you can view the entire top of the tower. Then zoom in with the camera and you should see the snapshot. I stood on the winding road next to the towers and then zoomed in at the base of the terrace of the tower. I couldn't see the snapshot icon, but clicking it registered the snapshot. http://gtasnp.com/14365 All snapshots taken. A few weapons will now spawn at the Doherty garage.
