If you download something from a P2P network, the cops are at your door minutes later. What do you do? Occasionally I post YouTube comments, and even more rarely do I post the occasional specific question on a specific forum. Besides that I just browse. Without an IP you can't connect, your ISP knows who you are, etc. Even if those laws pass worldwide, you'll still pick a username and continue on 'anonymously'. Without an IP you can't connect, your ISP knows who you are, etc. With Tor (or any other proxy-chain style system) the site or network you join only see your jump-off IP, which isn't yours. If they try to trace it back they need to go through dozens of proxy servers and thousands of users.
