I hooked up my PS3 to my PC using a composite connection. Then i searched for a quite place in the game, so the background noise would be limited. Then i just recorded them. When the PC version does come out, superb quality ones will be available for sure, but for now these will do i guess. If not, the best way to record them from gameplay is the VIP luxury ringtones website. To get complete background silence in the internet cafe or the Algonquin apartment, on the 360 call up the console music player, play a song from your music library and hit pause on the music player. This will silence all in-game music including the background music in the Internet cafe and safehouse. The best quality samples are not the ones from the phone or the vipluxuryringtones site, but the from the radio ad. No "tinny cell phone speaker" filter.
