Honestly, it's just something the creators put in because it's fun to discover things that don't really belong. It's like putting something distinctive of their own in the game and it gives the player a little bit of excitement if they find it while exploring. It's a proper easter egg. Other noticeable easter eggs in previous GTAs would be the VCN easter egg in VC and VCS (the egg is under construction in VCS) and the "No Easter Eggs Up Here. Go Away!" sign in SA on top of Gant Bridge. R* gave atleast two phrases that most likely (the first one I listed for sure) referred to this easter egg.: "Situated between the West River and the Humboldt River, Algonquin is the beating heart of Liberty City." And. . . "Living Breathing City" might be a referrence. Yeah, when I first got to the heart I tried shooting it to see if it would have any effect like it shooting blood everywhere (especially on Niko). I also used the RPG on it (I shot it on the other side of the heart with the RPG to avoid getting hurt or killing myself) but nothing happened. You need to get a chopper parallel with the balcony on the statue and jump onto it, then through the door, up the ladder and there it is, a weird beating heart.
