Theres more of them than there are of you and they have shotguns which they use frequently. Don't underestimate the fat men. 1 - 2 star is supposed to be easy to get away from anyways. I hated getting one star in IV because you have to take the time and effort to escape the radius lol. In SA or previous games, you just stay in the same spot and the wanted level goes away.
