They begin appearing at four stars, so you can steal one at that time. ---- That's as far as I know. The FIB Buffalo is unique--it doesn't have a 'regular' version, and is a police specific vehicle. Sort of an undercover vehicle, so to speak. I've gotten them appearing with 3 stars, in one case, that I recall. BUT, they are near impossible to knab as you have to dispatch the heavily armed occupants. I got one then moved to another save game so I am not sure it stayed in the parking space, to be honest!
