Deuce Deuce
Why you decided to post this in VC Troubleshooting is beyond me. ??? To answer your question, no, there isn't a second part to that mission. However, any time after the point where you do that mission, a side-mission (Lowrider Challenge) can be activated by approaching the mechanic outside Unity Station with a lowrider (same place as the mission). As for the "mexican dude" that calls you (Cesar Vialpando), he asks you if you want to race. After which point, a "CV" icon should be triggered on the map. It's a low-rider only race. You can use the same garage to mod any low-rider without the need to trigger the mission at any time.

lil weasel
Take any car parked on CV's street. The one across the street from the halo is usually a good one. Buy the house at the end of the street so you can save there. In all the mission Races... You don't need to have any special skill level... A good vehicle that doesn't easily 'spin-out' is needed. It doesn't have to be especially fast either. The trick in the mission races is to avoid hitting the other racers. Don't spin-out, Don't crash. If you play nice the other drivers will do the spinning out and crashing to let you win. Do, take short-cuts. Use the Hand Brake on sharp turns. Cut the pylons (you don't have to drive through them, if you're close enough the pylon will register. Experience will tell you how close you must be.) Cool it. You don't have to kill yourself to win. Practice using the Pimping Missions and the Taxi Missions. Even the Medic and Fire missions will improve your driving skills and make a few coins too. Play If you liked the Low-Rider bouncy meet you can go back and speak to the guy standing outside the wall at the corner, anytime.
floof
If you got a call the Cesar (the Mexican dude), a CV on your radar (near the airport). Head to it and you will be able to do the lowrider racing mission. Edited July 19, 2008 by The Grove
