The cop must be doing spot-checks and pulling random people over. There was only one or two times that he wasn't there. But, I really hate that guy! One time, I smashes right into him, killing him on the spot. Instead of getting one or two stars, I got three stars! Can you believe it? If you don't believe me, try it out yourselves. The afore mentioned place, in the tunnel between Jersey and Manhattan, and one more place in Manhatten but I forget where. In the tunnel it seemed like a check point because it was by the little police hut down there and they were checking his trunk. The last seemed randomly generated and have only seen it once.
