Roman's taxi jobs

When Starting the game in broker after a couple missions you can do taxi driving job's for roman but after his place and taxi place gets burned down you cant do it anymore is there gonna be a time later in the game that you can do taxi missons again

OK I'm sure this has been asked before but the search tool's not really specific enough for this sorta thing. Anywho, after Roman's taxi depot in Broker burns down and he eventually purchases a new one, why the hell did R* not create a new one in Algonquin? It seems stupid that his revived taxi depot's not actually in the game after the first one burns down. Oh and another question: Since when do Roman's cab drivers turn up in Cavalades instead of the good ol' taxis? After rescuing Roman in "Hostile Negotiation", his taxis seem to have changed and gone a bit up-market.
