I could be wrong, but it popped into my head so fast, might be from memory, or just fast speculation. First pic seems like it could be, but then again, it's just a tall building, lots of those around. As for it being crazy for them to put it in, I agree, i doubt it was ever considered. and i highly doubt they were developing GTA4 before 9/11 happened, so it's unlikely. Those buildings are IN THE GAME, the screenshots are just taken at awkward angles to make it look somewhat (and I use that term loosely) like the World Trade Center. it's not the WTC, it never was the WTC, it has nothing to do with 9/11. it's just Liberty City.
