No it's supposed to be Ned Luke's character and the other man is suposed to be this guy. I'm guessing they're working as some sort of crew so I put them in a safehouse sharing out the money after a job. I would have added more members but I'm not really sure what they look like yet.

Ah oh right lol, yeah they have similar facial features but from a side view they look completely different especially the nose.

if we look closely into trailer the top left part of the background appears in the trailer at 1:03 (skyline and clouds) and the exact vinewood(at 1:10 of the trailer video) part is on the right of the screen . if the site loads slowly you'll get to see that vinewood part is laid on top of the background. and blah ,blah,blah

 

Please anybody or whoever created it ,please upload the image of the background without gtav.net logo and other links
