I was wondering how to open the sfx.raw file found in the Audio Directory in GTA:VC for the PC.

no more fancy crapping modding questions. Download GTA Audio Editor and open the sfx.sdt, which is the sound data for sfw.raw

 

and remember, make sure its not a read file for both .raw and .sdt files!
