That .GIF is old as hell. I think someone else here has the same one on theres.

 

The R*LAX is a joke mimicing the RELAX t-shirts in Vice city. And seen as the company who made the games is called Rockstar. R=Rock *=Star.

 

Its just an easter egg put in the game by the developers for a laugh. That's all.

Just completing this thought;

 

Vice City used it as a reference to the song Frankie Says Relax, also in the game.

but there are no RELAX shirts in vice city.. unless you mean the GAME vice city not the CITY in vcs.

I was just thinking about this yesterday. I still don't see the point in R*LAX though.

 

I know it's all frankie goes to hollywood, and relax, but it's still kind of pointless.

To me, it's another one of Rockstar's pop culture references. That "Frankie says Relax" deal was kind of big in 1984-1985 (so was the elderly lady asking, "Where's the beef?"), so it fit with the time period of the two Vice City games, and Rock* acknowledged it. Before these games, my only recognition of this phase in pop culture was in the 1997 Adam Sandler film "The Wedding Singer".
