The R*LAX is a joke mimicing the RELAX t-shirts in Vice city. And seen as the company who made the games is called Rockstar. R=Rock *=Star. Its just an easter egg put in the game by the developers for a laugh. That's all. Opportunity knocks once in a lifetime, temptation will lean on the doorbell. That "Frankie says Relax" deal was kind of big in 1984-1985 (so was the elderly lady asking, "Where's the beef?"), so it fit with the time period of the two Vice City games, and Rock* acknowledged it.
