I would rather have over a million and feel secure about never running out than having to make more every time I want to spend it. Hospital visits cost about 7000$ on average anyway, rockets cost 5000$ each. If you ever get busted, it'd be quite expensive to restore your weapons. Maybe you could try getting arrested then. Well considering money is one of Niko's main motivations throughout the story, it's not hard to understand why it's expenditure is a concern...
