that old water level customiser

Does anybody know why that Water Level Customiser doesent work, its the 1 by edison carter. I heard that in order for it 2 work it needs to access something from the registry but I dont have gta sa installed, I just have all the Game files which i copied from my old directory as a backup as my orignal disc broke. Does that have anything 2 do with why its not working? thnx

First run the water costomizer. Set it to what you want and hit "save" (or whatever). Then run your game it it will be at the water level.

but every time I click Set when i want the levels, in the Wave Box it says "\data\water.dat" So when i run the game, there is no change
