The guy is relying on something someone said on this forum, which was supposedly a quote from a R* developer. Complete and utter BS of course. (This One) It said: "Many theories have checked out, but we are very close because of something called the Epsilon Program." Man, they didn't even know about the Epsilon Program back then.
