OP: It could be a reference, but it's most likely coincidence that both characters sound similar as their roles nowhere near match. It may have been on their minds, but I doubt it went further than that.

I don't really see the connection.

 

Darko is a very common name in the Balkans.

 

Darko =/= Darkel, nor is it a tribute I believe.

I just answered your question.

 

1) Darko is a very common name in the Balkans.

 

2) There are no similarities between the two characters.

 

Darkel was a deleted character from GTA III who was supposed to give you rampage-like missions. He was a hobo and could be found in the strange Portland Tunnel (Or another one, can't recall).

Darko is a former Serbian army officer who ended up ratting Niko's company out over drug-money.

The similarities I was thinking of were just the name and the fact that he was the "special someone" Niko was looking for. And these forums spent so much time wishing Darkel was in the game (GTA III). He became our special someone.

 

That's why I said he could be an homage, not la re-creation or a re-hash.

Like I said, Darko is not an unusual name in the Balkans.

 

AGAIN SPOILER AHEAD (well actually easter egg tounge.gif)

 

And here's another fact: even the former GTA protagonists only got a minor reference somewhere on a wall inside a building. So I would find it hard to believe that they gave a character that didn't even appear in the game a bigger reference.
