San Andreas seatbelt mod

I had an idea years ago when i first ever played GTA that i would like to have to put a seatbelt on when i get in a car or go through the windscreen. i do believe this has been implemented in the new GTA IV.

 

What i would like to know is if anybody has made this mod or if not what procedure i may need to undertake to make this work, like for instance modifying the animation for falling off a motorcycle and scripting it to a car somehow?

 

Windcreens would need to completely shatter after going through the screen and link some voice/sfx for the action too.

 

Also i would like to port it to the xbox as well so i could use the right analogue stick button with an icon on the hud showing my seatbelt on/off.

 

Please give all the advice/hints/tips you can so i can create this mod
