Mayor in Dark Cloak

I was reading the sh*t on a computer in the game about the weapons map. Says the Mayor late at night goes around leaving weapons throughout the city for us to all kill each other wearing a dark cloak or some sh*t.

I think I saw this guy! I almost hit him one night but I was on the run, and kinda forgot about it- any sightings? is it true ya think?

I think they just said that as an excuse to have weapons randomly lying around for you to pick up.

Umm... It's a parody of all those conspiracy theory sites. The mayor is not runnin there, the weapons will be automatically spawned.

Pictures would be nice. But I highly doubt anyone is placing the weapons on the ground.

I haven't read what you're talking about, but are you sure it doesnt say something like 'under a cloak of darkness' - which is a very well known figurative phrase for being out in the night/in the dark?

 

Would mean there was no mayor in a cloak.
