Friends Special Abilities

So ive gotten my friendship level with little Jacob to 72%, Mission progress for Jacob is 100% and Respect level is 90%.

 

How come i cant access his special ability? Or how am i meant to do that? I cant seem to work it out.

Hes supposed to call you to inform that you can call him for his gun services. Then a little message will pop up saying that Jacob really likes you and blah blah blah special ability unlocked.

I thought it was when his respect was over 75%, you would get the ability, so I'm surprised he has not called you.

 

Perhaps it is the friendship level that needs to be over 75% before he will call you. Go on one more activity with him and wait for him to give you a call.
