Car Spawn Locations

I'm just asking whether a modding newbie like me can modify the spawn location for a vehicle, if it can be done without changing the main.scm.

 

If it can be done without changing the main.scm, but I can't mod it myself because I'm such a newbie, I also want to ask if anyone else can do it.

 

The reason why I'm asking is because I installed the SA houseboat mod and its spawn point in Fort Carson is half stuck in the rocks (originally a Speeder).
