I have a question regarding AC Adapter connections

This is probably a dumb question but what if the black line around the connector to the laptop is chipped, is missing the plastic, and the silver part is exposed. Is it safe to use it with your laptop?

 

Here is a picture of what I am talking about:

 

 

The red part I highlighted is the missing part. It has the rest of the plastic. It is missing a portion of it, so is it safe to use or should I order another?

 

I need an answer ASAP if possible.
