That's one piece of fun I liked in SA where you can drive around with members of the Grove Street gang and they shoot at the cops in a car chase. And believe me, it's worth it! But it is a good idea to complete the game alone first. I don't have Live either, but I tested this online, because my friend gave me one of those 48 hour trial things. What I realy meant was I can't afford £40.00 at the moment because I'm paying off two credit card bills. I bought the console on credit from the Littlewoods catalogue. I understand about your cash flow plight mate. All been there! But I can tell you as one satisfied Xbox Live customer that the cost is well worth it.
