LOL yup, a cheat is a cheat! at the end of the day you still had to enter a cheat code to complete, wether its JUST a car, or JUST a weapon, its still a cheat! There was only 2 cheats that ever did that, both were in San Andreas, and both were accidental glitches related to pedestrian behavior that prevented completion of the story. Otherwise, cheating has never prevented 100% completion. There's never been a cheat that, if activated, would allow you to progress through the game completing everything, and then not giving you 100% just because you cheated. I know when not entering a cheat kept you from getting 100%. If you were afflicted with the gym exercise glitch in SA and after following all the rules you get the shaft because you couldn't work out and therefore couldn't date some girlfriends or even worst get 100%. Passing the martial arts was part of the 100% and you needed to work but since you couldn't work out because the glitch prevented it (catch 22 anyone?). There was also a basketball glitch where you lost your ball/s but that was different altogether and not required for 100%. If rockstar followed the same advice for SA that a certain character gave niko in IV about following the rules of the game then certain people would not need to "cheat" in SA because there would be no reason to. If you want someone to follow the rules of the game you have to lead by example and thats not by cheating someone out of their hard earned 100% because a glitch is preventing it.
