Tommy is much more of a two dimensional character, and less human than Niko. I dislike this argument. Sure, Rstar made Niko a more human GTA character, but Tommy is a far more standout character. A man betrayed, with dreams of grandeur, and the will to take over a city despite all that stands in his way. -Tommy Niko had a very deep story, but so did Tommy, Rstar just didn't delve into it.
