Early in the game we are told we can get weapons from some men from the back of a car. Where are these men? They are never there. It's said they supply us with weapons when we need them.

Yes, you can get cheaper weapons from Jacob. Other than that, the only other weapon shops are the store fronts.

for those early in the game, u can also get a shotgun, and a handgun, when u jack a parked cop car. don't know if u get them when u steal them from an occupied cop car tho.

ok guys, its really not that hard... there are TWO ways to buy guns and ammo:

 

the first-

not long into the game, during a mission, you "discover" the location of a nearby gun shop where you can purchase, yes you guessed it, GUNS! they are, however quite expensive to you at the time..

 

the OTHER way to get guns is to get friendly with Little Jacob who then will call you to tell you that he can sell you discounted weapons and ammo.
