Soundtrack releases: iTunes vs. Amazon

The GTA IV radio stations are being released as soundtracks on both iTunes and Amazon. Amazon uses mp3 with no DRM, so how come the iTunes offering of the same music are not iTunes Plus which also would not have DRM? If the music can be sold without DRM on one site, why not the other? Do music companies act insane on purpose?
