I just don't see them doing a new city for now. My guess is that some of the characters that went M.I.A. will be back. I think we will also see some new characters pop up. Niko killed a lot of people and I could see some relatives and friends coming for him.

i have an idea of what it might be about. if you go to the internet in the game and go to liberty tree. find an article bum diamonds or somthing like that. read through it. some bum on the streets finds the diamonds that ray wanted you to find in the dump. it also says that he takes them to vice city. go and check it out. i also heard it on the radio once.

No it says he's going to use the money to open a gunshop in Vice City.

 

But between me and you, the countless references to San Andreas and Vice City are for one reason: They're the only "GTA Cities" available to refer to.

 

Oh and Carcer City I suppose, but it was never mentioned in GTA IV, IIRC.

yes i know what it says. he has to go to vice city to open a gunshop. i just did not feel like putting in so much detail. i am pretty sure he will bring the diamonds with him.

That plane ticket is extremely old man, but still good find. Maybe Niko goes to San Andreas after Kate or Roman dies to get away from everything at the time we are playing as the character from The Lost.
