Ok, I can't seem to find out how to enter the letters in the cheats that prefix the numbers. All I can dial in the phone is numbers, and no letters. Do I have to wait until I have a better phone?

Each number on the phone has 3-4 letters assigned to it, used by businesses as an easy way for people to remember their number. For example, there's a movie phone service called Fandango, you reach them by calling 1-800-FANDANGO so you don't have to remember 1-800-326-3264.

 

Just replace the letters with the numbers according to the following:

ABC = 2

DEF = 3

GHI = 4

JKL = 5

MNO = 6

PQRS = 7

TUV = 8

WXYZ = 9

 

This is commonplace in America, but maybe not internationally. I'm not at home right now, can anyone verify if your in-game cell has letters on it or if this is a possible slight on the developer's end?
