I still havent reached 100% yet (I'm on around 50%) but a good way to find out where all of the pigeons are and stunt jumps etc. is go into an internet café and log onto www.whattheydonotwantyoutoknow.com. This website has the locations of all the insane stunt jumps and pigeons in the city as well as the locations of "perverts" and other things.
