saintdave Posted May 4, 2008 Share Posted May 4, 2008 He is one of many random characters that you meet on the streets and interact with, sometimes missions, sometimes just cut scenes but it’s just a nice little addition to the series. Jeff himself will give you 2 missions, in the 3rd encounter you don’t do anything apart from watch the cut scene but it’s well worth approaching him and the other random people.
