Xbox 360 Controls get reversed

Ok, WTF is going on here? I don't know if the game is designed that way or not. Perhaps someone can help.

 

When I first start the game AND when coming out of cutscenes like a scripted fight with someone-

 

The controls get reversed.

 

NOT the camera people- Inverted look setting in the options is for how your camera pans up and down.

 

This is the left stick for movement.

 

 

Now, I like playing games that when I want to move, I press up to go forward and down to go back but this isn't happening here.

 

The only way to get the controls for movement to turn normal is to go into cover mode and come back out. Then up is forward and down is back like it should be.

 

Someone, tell me they are having this issue and how to fix it.
