It must be the rival car to the RS like Mitsubishi Evo vs. WRX STI are rivals. Im not sure what its called but the normal version of it has black wheels & chrome vents on the front fenders. Ive only seen the suped up version of it once going past me but i couldnt catch up to it because i was on foot so it has to be as rare as the Sultan RS. It's probably because they're kinda like Mafia Sentinels in GTA3 which were common in this area because the mansion belonged to a Don back then.
