First, you become an extremely experienced modder for the PC version.

second : You mod your PS2 to accept copied discs, or install a fliptop if it's an early model PS2. Then you burn loads of DVDs to test each mod you want in your game. If it's one of the early PS2 models and you figure out how to, you can install a hard disk in it to prevent your PC's DVD burner from melting down.

Then you learn about the PS2's capabilities, and realise there's no way it's CPU or graphics processor could handle a game with a few mods in.

 

In other words : If you want to mod, forget about the PS2. You'll spend more than the purchase price of a good PC on something that won't work after all.

Indeed, Stick with PC modding, Supra4 has made some great, points. If you want console mods, then

gat a PS3 and Unreal Tournament 3.

what hes sayin is its possible but highly unlikely thatll itll work and a waste of money and time when you could just get the PC version

There are a lot of PS2 modifications for SA that can be made with save editing. These changes generally aren't what people usually think of as a mod as only normal game elements are included so they run with an unmodified game. The mods include things like a boat garage, warps across the state, more and unused vehicles and pickups added to the map, school and mission interiors open early, extra gang turfs, etc. It's a long list but probably not what you were looking for. For more information see the link below. Saves are available for version 1 (original) and v2 (everything else) in PAL and NTSC formats.

 

Chain Game for PS2

 

The procedure used is to create the custom save on PC using modified PS2 scripts, and then merge that save with a template from a PS2 save. So the first response to your question would seem to be most appropriate. First learn how to mod PC, and then apply those skills to PS2. However, chances are you will be distracted by the other possibilities of modding for PC, so I doubt you'll ever get around to the PS2 again.
