Once you unlock last island there are three in the helitours. Helicopters aren't unlocked untill you unlock last island. There is also a copter just south of your first safe house on the third island, much quicker to get to I don't think you have to unlock the last island to get to the helitour copters, but I didn't test that so you could be right. I know for definite because I got the 5 stars for flying over it. That also led me to discover that you can't lose the coppers in a helicopter. The big ring just moves with you as you fly. I did this multiple times before I unlocked the third island. Not once was there no helicopters there. The only time there wasn't any there was when I went there on a date once. I just went to helitours and shot the pilot out. Its not even considered cheating. And if you do try to go to the 3rd island you get 6 stars. avalon54 Posted May 5, 2008 Share Posted May 5, 2008 I'm on the first island still (taking my time) and was running from police into the airport and found a single heli on the pad. (There was also one or two following my police chase.) They killed me as I was spinning up the rotors though! After being revived, I went straight back but no helicopter. Makes me think that either it's a timed or random event, or else the copters are spawned during a police chase, at least early in the game.
