Yes, he is Serbian. In the first cutscene when Roman comes to pick up Niko, Niko says ZDRAVO BURAZERU (HELLO BROTHER/COUSIN), then Roman says KAKO SI (HOW ARE YOU). During the driving when Roman asks Niko "You ever had 2 womens at once?" and says MISLIO SAM DA CU UMRETI I OTICI U RAJ COVECE (I TOUGHT I WAS GOING TO DIE AND GO TO HEAVEN, MAN), Niko replies NE MOGU DA KAZEM DA NISAM (I CAN`T SAY I WASNN`T).

There are so many examples like this in a whole game.

And Niko was not (fictional, in the game, everything is not real) a war monster like Milosevic, Tudjman, and in WW II Pavelic, he was a regular soldier in a civilian war in Yugoslavia 1995.

And you are so stupid if you are looking Serbs in this light, those are prejudices, and you don`t know nothing about Serbia, so STFU.
