It is B on the 360, on PS3. Make sure ur clips not full when ur reloading. I think also scrolling through weapons reloads weapons aswell (like in previous GTA Games). Now, to reload all you do is flip your control vertically to reload. Take the tutorial in the mobile phone options if you don't understand.
