Cell phone picture saving and police car database

I got to the point in the game that I've been given the phone with camera option.

Thing is that i can take pictures of people on the street but non of the pictures i make (on the street)

seem to safe. Also if I get in an police car and search the database on picture it says:

theres no pictures on the/my portable divice (or something).

 

Is it posable to make pictures (besite in a mission/side mission) save them (on the phone)

and than go to a police car and search the data base with the just new made picture (of an predestian for instance)?
