Niko will also look towards him when you are on foot passing. The first time you see him, he just gives you $100. The second time I saw him the mission was simple to say the least. With the money he is just handing out, I am on the lookout now for him. His cutscenes are pretty funny too. Has a HUGE fattie the second time I saw him.
