I'm not sure if you can because on all the gameplay vids there are no bricks or brooms lying around, someone who has the game also said the only way to get a hold of weapons was by taking them of someone or buying them. However whilst watching the live feed, the player got into a scrap with some builders who had sledgehammers etc and once they were killed Niko wasnt able to pick them up ?
