"is there" refers to a singular (i.e. 'Is there a toilet in here?' or 'Is Mike at the park?') whereas "are there" refers to a plural (i.e. "Are there any Easter Eggs in Liberty City" or "Are there far too many grammar nazis about?") GRAMMAR LESSON OVER Anyway, Casinos. I wouldn't use them, but if they can be in, it'd be pretty cool to go out with Roman and other such friends and bet money with them.
