QwertyAAA
Yellow shirt - looks like the Military outfit to me, but being developed. As in - camo pants were not yet in the design. Faded blue shirt - I think it's just the lighting. Or, somebody just faded it too much. Baxter cop - who says it's freeroam? Same with the soldier in the next frame. However, it's good overall, except for the horrible font. Explains things somewhat.
Mince
It was rather supid to use the red font on some of those backgrounds. Maybe the faded blue was after the Military outfit was finished, and it was the blue casuals in development.
gamerzworld
1. The police helicopter you show and say is in VC, It's not. The one in VC is much like the one in the second picture you show with a bit more greenish color to it. 2. Both helicopters are in the game, however, you need to use a cheat device to spawn the first police helicopter screen you show. 3. The VCN Mav spawns in the PS2 version with out a cheat device, the PSP version you do need one. 4. A version of a beta Victor found in the img files has a bit more hair on him. Ignore the white back as it's something I didn't fix when I edited the texture file to work on a non CS model. Pat
Actually, there is a helicopter in Vice City with the rear door open. Only problem is, you can't fly it. It's just like the Dodo with the advertisement on the back: it flies around randomly as a decoration.
