When does Algonquin open up

Hey, Does anyone know at what percentage of the game completion does algonquin open up? i'm so looking to tearing it up in star junction, but the only way i can get there at the moment is with a six star wanted level, which is pretty full on.

 

Also, any word on cheats yet, and when they are likely to surface?

That dosent happen untill at least 40% it gets unlocked after about 28 missions or so about 8-20 hours of playing time

Which percentage isn't the ideal way to ask about things like this. You can get a general ball park to see if you're close, but it all depends on the extras that you do. I think unlocking friend benefits, stunt jumps, pigeon hunting, friend's side missions all add into the percentage. So that gives a range of 25-40% based on replies in here. I think "lfcrule5times" has the best answer.
