PC Version (Out of Range)

I am playing GTA :SA PC on Windows Vista on a 32" TV it when I load it up it says "Out of Range" any ideas?

Delete the gta_sa.set file, in Documents\GTA San Andreas User Files. See if that works.

Nope I've tried that

 

there is no such file
