That's Aaron Garbut. nope, it's dan houser I remember seeing that picture of him in a Mag when SA was released and in the following issue, they printed a retraction and an apology, saying that it was in fact Aaron Garbut. I think it is Dan Houser, in August 2004 apparently. This is Aaron Garbut, in the middle. Not the ones on the left and right, obviously. Sam n' Dan are from good ol' Blighty. yup. the developers are Scottish, such as Aaron Garbut. All the English Houser brothers (well Sam Houser is actually an American now) do is the game's writing and choose the songs. Everything else is done by Rockstar North in Scotland. The Houser bros. sort of hijacked the series after David Jones (the original creator of GTA) left DMA around the time of GTA 2 and eventually went to make Crackdown.
